Rule 1
1:30 Invigilator Ratio
1 invigilator per 30 students (1–30: 1, 31–60: 2, 61–90: 3, etc.).
Rule 2
No Subject Invigilation
Teachers are never assigned to invigilate subjects they actively teach.
Rule 3
Teaching Timetable Sync
Teachers with a class at that slot are excluded. Always applied to the Gr 12 prelim and final sittings.
Rule 4
One Exam Type Per Roster
Term 2 (all teachers available), Gr 12 prelim, Gr 12 final, or Term 4 Gr 8–11. The type fixes the grades and the timetable rule.

Every roster is generated for exactly one sitting. The exam type fixes which grades may appear on the roster and whether the teaching timetable is respected.
2. Generate the roster
Runs the constraint solver: enforces the 1:30 ratio, excludes teachers from their own subjects, skips busy teaching slots for the sittings that require it, and balances total invigilation load fairly.
